Chemours Pascagoula Operating Asset Preservation and Adaptive Reuse

Preserving the remaining operating platform long enough to test the end user market helped move a legacy chemical site toward productive reuse instead of immediate dismantlement.

The Decision

Chemours planned to exit production at its legacy First Chemical facility in Pascagoula after years of unsuccessful efforts to identify a viable transaction. The remaining site combined two operating units, seven inactive process areas, rail service, industrial utilities, and a workforce with deep knowledge of the plant. The immediate path toward full shutdown would have reduced carrying cost, but it also risked turning a specialized operating asset into a cold, deteriorating property with a much smaller buyer pool.

Binswanger received the assignment to market the facility while Chemours still had decisions to make about timing, staffing, and preservation. Ken Anthony advised the company to protect the remaining operating platform long enough to test whether a qualified end user could reuse the plant before equipment removal and demolition narrowed the available outcomes.

Why Timing Mattered

A chemical plant loses value quickly when knowledgeable personnel leave, utilities are disconnected, permits lapse, and operating systems deteriorate. Buyers then must underwrite unknown recommissioning costs in addition to the underlying process risk. The strategy treated the remaining workforce and functioning infrastructure as part of the asset rather than as carrying costs to be eliminated immediately.

The site also carried attributes that conventional industrial marketing could overlook. Its history in research and small batch production made it adaptable to processes that did not require a world scale commodity plant. Its location in the Bayou Casotte industrial area, proximity to the Chevron refinery, rail access, and existing process infrastructure created value for users capable of seeing beyond the original aniline operation.

The Strategy

Ken led the technical and commercial positioning for Binswanger and worked with broker Johnny Morgan on buyer communications. The team explained the facility as an operating system: process units, utilities, logistics, permits, workforce knowledge, and potential feedstock relationships. This expanded the discussion from a narrow search for another aniline producer to a broader adaptive reuse market.

Three disposition paths remained available. The preferred outcome was a sale to an operating company that could reuse the facility. A second path involved an industrial redeveloper that would preserve selected infrastructure and recruit new users. The final fallback was a sale for equipment recovery, demolition, and later redevelopment of the land. Keeping all three paths visible preserved negotiating leverage while the team pursued the end user outcome.

Outcome

Oleo X acquired the former First Chemical facility in June 2022 and repurposed it as a merchant pretreatment facility for renewable diesel and sustainable aviation fuel feedstocks. The company reopened the industrial platform with substantial new investment and announced more than 60 jobs at launch.

The transaction illustrates the central value of the strategy. Preserving infrastructure and presenting the facility through the requirements of future operators created a path to productive reuse. A site that could have moved toward dismantlement instead returned to industrial service in a new energy market.

Why This Experience Matters

The assignment captures the decision before the listing. Marketing began with choices about people, systems, timing, and asset preservation because those choices determined what could ultimately be sold. The real estate transaction followed from an operating strategy rather than from a conventional property description.

Capabilities Demonstrated

  • Pre shutdown strategy focused on preserving operating optionality
  • Technical translation of a specialized chemical facility for nontraditional users
  • Adaptive reuse positioning across end user redevelopment and liquidation paths
  • Integration of workforce infrastructure logistics and real estate strategy
  • Buyer communication supported by direct process and facility knowledge
